Montréal, February 17, 2016 – The Board of Trade of Metropolitan Montreal supports Bill 70, which will enable a better fit between training and jobs and promote employment. In its brief presented during special consultations by the Government of Quebec on this bill, the Board of Trade emphasized the importance of paying particular attention to Greater Montréal, since Montréal businesses face many challenges when it comes to employment.
“The community supports the Bill’s objectives,” said Michel Leblanc, President and CEO of the Board of Trade of Metropolitan Montreal. “The Bill sends a clear signal that a closer fit between education and employment has a direct impact on our economic success. The government must focus on the challenges and needs of businesses in Greater Montréal, which accounts for half of the province’s GDP and jobs.”
A consultation mechanism for the city that is ongoing, credible and consistent
The Board of Trade supports the provisions of Bill 70 that strengthen the role of the Commission des partenaires du marché du travail (CPMT) with respect to matching training with employment, particularly in terms of identifying needs for current and future labour development and making recommendations to government departments.
“The CPMT has to ensure that all of the key players in Greater Montréal, including the business community, unions, industry, industry clusters and vocational schools, colleges and universities, work together to come up with an accurate diagnosis and effective action plan to improve the fit between training and employment,” Michel Leblanc said.
“The Bill must also promote a global, consistent approach between government policies and initiatives from organizations that play a role in matching training to employment and integration to the work force, to make the most of the government’s efforts,” Mr. Leblanc said.
Move ahead with the Objectif Emploi program
The Board of Trade supports this program because it helps increase participation in the job market through a personalized process and support for reintegrating new applicants for social assistance to the work force.
“It is important to ensure that agents who work with new recipients of social assistance have field expertise and access to the tools required to offer the right support,” Michel Leblanc said. “Employability organizations and the business community must also be included in the efforts of the Objectif Emploi program to promote integration to the work force.”
Include internships for immigrants as part of the Fonds de développement et de reconnaissance des compétences de la main-d’œuvre
The Board of Trade supports the provisions of the Bill that promotes the development and recognition of skills to include future labour needs.
“The Bill has to include internships for immigrants in the Fonds de développement et de reconnaissance des compétences de la main-d’œuvre without having to be enrolled in school,” Mr. Leblanc said. “This is essential to help immigrants better integrate to the work force, which is more difficult in Montréal than in other major Canadian cities.”
Ensure that integrating Emploi-Québec services to Services Québec increases efficiency in the delivery of employability services
The Board of Trade has noted the repeal of chapter III of the law, the provisions of which create an independent administrative unit called “Emploi-Québec.”
“The Board of Trade points out that this initiative must increase effectiveness and efficiency and maintain the services and resources to meet clients’ needs,” Michel Leblanc said.
